The authors, for some reason, believe that only "trouble-manufacturer" can deceive. But this is not the case. Given example showed that not only "trouble-manufacturer" of self-rescuers deceives consumers but also the "trouble-author" of the NPB-302-2001 and certification institution which blessed this alliance with certificate. The problem of laws execution is not an essence of problems of technical regulation (probably, it is closer to institutions that are responsible for the control and supervision of laws). Everything we can do (in our case) is to try to force the state control to work and, in assistance, to organize public control. As for creating "in a blink" state control at FS of work and employment it is, according to FL-184, not a quick business - takes years! (See clauses about the order of introduction of technical order into force). Furthermore, as the authors notice, the present state control has discredited itself (the market is flooded with counterfeit) and we almost have no choice. Do not forget that almost all of PSE is consumed by manufacturing so who as not a labor safety service should control conformity of PSE with legal documents. Haven't we had enough controllers who are not responsible for the result - lives and health of people? The statement about unavailability of manufacturers to declare products is not fair for all companies. First, if this right is deprived they would be never ready to declare the products fair. Secondly, in addition to the state control which is not able to cope with present counterfeit (neither with certificated, nor with declared), the project of the order suggests to involve public control of unions and associations.
Authors. We quote an extract from clause 18 of the new order: " ... Expert examination of PSE conformity with the present Federal law can be conducted by the accredited testing institutions or independent combined probing systems of enterprises (associations)". On 4-th International conference of Association of developers, manufacturers and suppliers of PSE discussing the new project of the technical order there were various opinions expressed including on independent combined probing systems acting as public obligatory control in contrast to the system of certification functioning in the country. On one's bare word it was emphasized that certification institutions are faulty and subjected to corruption, and certificates of conformity for PSE guarantee nothing, and products listed in them are low-quality. We strongly object to this. We made a conclusion that not only that there can be numerous material losses due to legalization of "under-the-counter" manufactures of PSERA but there can be a necessity to pass some public examination which is, for some reason, better than the system of certification functioning now.
