We will not bother the reader with similar calculations estimating concentration of dangerous substances in the air around the eyes of the person, there we see even worse picture - 15 % of external concentration that means (for some irritating chemical substances) that the person at evacuation from a dangerous zone will be, at least, blinded!!! We do not try to find guilty - the manufacturer or author of NPB-302 whose mutual actions can easily lead to massive people deaths - this is concern of the Office of Public Prosecutor. We would like to show that such situation needs drastic arrangements before it's too late. There are a lot of products made in correspondence with NPB-302-2001 and their consumers hope for adequate protection but actually everything there can be on the contrary. Did authors of the publication really mention these standards when spoke that we developed a long time ago almost best in the world harmonized standards for PSERA?

 

Authors. Russian market of PSERA, for example, currently has a plenty of organizations earning money through manufacturing and sale of inferior and adulterated products. And do not underestimate volumes of counterfeit entering the market... "Getting" the certificate of conformity for "manufacturers" in such cases is just an unnecessary headache. It is necessary for them to falsify, place another's certificate or, skillfully, do not provide it at all. Today the certificate of conformity is the only obstacle to a fake. After all, expert consumers of PSERA verify number of the certificate and the name of production calling to institution which is indicated in the certificate. But here it appears that the certificate is not necessary at all and what will be in the declaration is on guilty conscience of trouble-manufacturers and it will endure as much. Opportunity of getting the declaration of PSE conformity on which, by the way, lives of people depend will just suit to violating the law businessmen well. Moreover, the state control in this area is not worked through; today as Federal service on work and employment (as it is suggested in clause 16 of the new project) it is almost non-existent and suddenly will not appear. We suspect that manufacturers of PSE in our country are not ready to declare production in principle.

 

MWG. It is fairly ascertained in the article that in the market of personal safety equipment now there is a significant amount of counterfeit production (its share for some types of PSE reaches 70-80 %). But if we judge using reasonings of the authors of the article we should blame forthcoming technical order for personal safety equipment!? Interesting conclusion the authors of the article did! The elementary logic says that even if counterfeit products are present on the market it is fault of existing (but in no way of the forthcoming) system of monitoring and certification of production. We can only guess about the reasons of such position of the authors on the given problem as they do not give any clenches in the article. The project of the order just considers possible appropriate, from the point of view of its developers, means of egress from the current situation.
