2. It is offered to reduce the list of production that can be declared to a minimum. Authors, probably, suppose that only certification will allow avoiding dangerous products in the market, therefore concrete requirements to PSE in the article are not brought for discussion. In the same way we rewrite the criminal code: to establish for all crimes one punishment - a death penalty. As the history shows - such approach does not work. In fact, the requirement to certify as much products as possible is not much veiled aspiration for complete control. Unfortunately, in some cases it is a profitable business in our country but it hardly concerns technical regulation. As for recognition by the western partners of our certificates (probably the authors for this formal reason insisted on complete identity of the list of products subjected to certification in Russia and Europe) nothing prevents them from recognizing our declarations (they are nothing worse, especially if they are from diligent manufacturers). We believe that discussions on this problem occur because of the unfinished law "About technical regulation". We would like to see not only the simple requirement "to consider degree of risk" but also concrete attributes of differentiation of the objects of regulation subjected to certification and declaration. To move further in solving this problem we need reasoned suggestions. As our answers show, we do not agree with the article. We emphasize once again that we are ready to discussion but only on common scientific principles.
