About purpose (assignment, destination) and conditions of use self-rescuers radically differ from industrial means of protection. They should be used during a short time interval (15-30 mines) and, most possibly, in single instances during all in a life. Certainly, it would be desirable, that the self-rescuer has allowed the person who has appeared in a dangerous zone, to leave it without any negative consequences. However the stock of protective properties necessary for it can appear a serious obstacle for creation of products, especially a class of M. In this connection statement of following questions is quite lawful: whether the self-rescuers reducing a degree of defeat from fatal and heavy up to threshold or easy have the right to existence; what can be admissible doze the loadings providing preservation of ability of the person independently to leave dangerous zones; What means of medical protection can be used for decrease in negative consequences in a complex with self-rescuers. The decision of these questions demands active participation of experts and establishments of medical structures at a stage of a substantiation of requirements to self-rescuers.

It is known, that people essentially differ on stability to influence of harmful substances. As much as possible negative consequences of hit in dangerous zones can be expected for people with the weakened health, diseases having certain kinds, children's organisms, older persons, etc. At a substantiation admissible doze loadings it is possible to be guided by the weakest groups of the population. However distribution of these specifications on all kinds of self-rescuers can create essential additional difficulties for their developers. More expediently, in our opinion to create products with various levels of protection. Thus an obligatory condition is the instruction in marks of products and managements on their operation of necessary restrictions. It will allow the consumer to choose a product in conformity with the desires and opportunities.

It is necessary to note, that the substantiation of system of self-rescuers and requirements to its elements is, as a matter of fact, creation of the normative and technical base defining strategy and directions of development of a special class of means of an individual defence. A necessary condition of successful development of such base is association of efforts of many organizations and departments, first of all, experts of the Ministry of Emergency Measures of Russia, physicians, developers of means of an individual defence, bodies of standardization and certification, etc. thus the question on creation of the coordination body uniting and orgenized work of experts of various structures is rather actual.
