The concept of maintenance of the chemical and biological safety, stated in the considered document, provides creation of the state system of maintenance of chemical and biological safety as component of uniform state system of the prevention and liquidation of extreme situations and liquidation of their consequences. Its realization is based on a complex of measures of norms-legal, scientific and technical organizational character. It is underlined, that at the very short step of realization of this concept (since 2004) the enforcement authorities responsible for realization of these policy, including for creation of means of protection of the population, and also the corresponding industrial structures uniting developers and manufacturers of such means should be certain. Concentration of financial, material and other resources for the decision of problems assigned to these structures is provided. At the same time, considering a complex economic situation of the country, the problem of development of mechanisms of attraction of not state financial, material and other resources for the decision of is innovative-investment problems in the field of maintenance of chemical and biological safety is put.
