TO THE QUESTION ON INDIVIDUAL MEANS OF PROTECTION FOR THE POPULATION IN CONDITIONS OF CHEMICAL AND BIOLOGICAL DANGER!

The article deals with the problem of providing chemical and biological population safety based on the analysis of its actuality in modern world. An approach to the substantantiation of the system of individual protective de-vises from dangerous chemical factors in extreme situations is stated here. Great attention is devoted to the necessity of creation of normative-technical and legal basis for the personal protective devisis system.

The scientific and technical aspects of the problem concerning creation of the portable personal protective devices of breathing organs («the self-salvors") for reduction of chemical injure risk in conditions of industrial damages, natural catastrophes and terror actions are shown here as well/

Protection of a life and safety of health of the population is the major function of the state fixed by the Constitution of the Russian Federation.

In December, 2003 the President of Russia has signed the major for performance of this function of the state in modern conditions the document « Bases of a state policy in the field of maintenance of chemical and biological safety of the Russian Federation for the period till 2010 and on the further prospect »/1/. In this document of a definite purpose, principles, priority directions and problems in the field of maintenance of chemical and biological safety of the person, a society and the state, and also mechanisms and stages of realization of a state policy in this area.

One of the basic scientific and technical problems(tasks) at realization of the concept provides « development and introduction of systems of complex individual and collective protection against dangerous chemical and biological factors ... ». It is necessary to emphasize, that a prominent aspect of the decision of this problem(task) is « maintenance of the population with portable means of an individual defence of bodies of breath for decrease(reduction) in risk of chemical and biological defeats at technogenic failures(accidents), natural accidents and terrorist displays ».
